I didn't watch the video but if it's the double tap sniper rifle - it's the SS-2 Ranger.

Its not the ranger..it looks like a mini-railgun...and its not a derailer either.

My guess is that it is indeed a gun we can all get at this time the problem is the weapon mods. I bet the mods we see on that gun are most likely purple or orange mods and maybe a different style of weapon not yet implemented within the game. Remember with all the ongoing issue within this game on all systems it will take a lot longer for this stuff to come out because their priority is fixing this game
