It's not confirmed, but suspected.
I can tell you my personal opinion though ... just as you unlock different new synergies by gaining rating you also unlock the ability to find different synergies in the caches.
One persons thoughts and observations aren't statistically significant when it comes to random event such as opening lockboxes, so take this with a grain of salt.
The only confirmation i found is among players. Since we all got the same mods, the others must not be in game at the moment.
That all sounds about par with my suspicions. I did get my 2 scavenger mods from specials on vendors, wonder if RNG and ego rating may tie into seeing the other synergy mods showing up on there.

I would really appreciate an official answer by a dev regarding this matter.
You can guarantee a type of synergy mod by getting them from the contract vendors.

When you realize that probabilities are just that.
On coin tosses (1d2), 2,2,2,2 is equally as likely as 1,2,1,2 or 1,1,2,2, or 2,1,2,2 (note that I am considering order as a meaningful point here). These mod caches are opened independently.
That we humans imply importance to 1 or 2 is just an odd artifact of how our brains work.
