lockboxes are at the vendors yet arent at the same time. Look next to a vendor and there should be a big capsule looking thing, that is where the lockboxes are.

Hey I was in the same boat as you since I could do it in Alpha and Beta on PC. Then someone was nice enough to tell me on the forum last night, only passing the buck forward!
