I guess lock boxes are the way to go

For some people. I've unlocked plenty of T3 lock boxes and I've gotten blue at best.

I have only ever gotten oranges from tier 4 lockboxes. And I have about 5 or 6.

Lock boxes are the only way to get orange weapons in the game. tier 4 is ok but tier 3 is the best for your trouble
