2 things:
1. I felt it was pretty clear (given the "Episode 1" and "Episode 2" pursuits), that the Armistice Festival was tied to both those episodes. The time to complain about this was after episode 1 aired, not now. Personally I am OK with a piece of episodic content tying into multiple aired episodes (theme wise, given the burial at the end of 2, it all fits).
2. I am almost certain, but I cannot provide any links, that it was announced that the early release of the "big patch" would invariably result in some of the episodic material being pushed back. I clearly recall being told they wouldn't be able to do as much early on as they would later.
EDIT: Also, yes, I feel it is meaningful to indicate that, as the person above me said, it was content that was promised, not missions. To continue using the "mission" term is a misnomer.
You sir are incorrect they did state there would be game wide missions to accomplish a goal to have some of that info appear in the game.
Collecting recorders and lighting lanterns does not translate to in show mention.
Remember the "gem" we looked for appeared in the show as the thing they used to get the terrasphere. So yes missions were stated.
