I enjoyed the second episode, mainly for it gave some insight into one alien culture (castithan), while showing interaction between three different races (albeit, only one member of the irathients: Irisa) and it set up how some of the characters are on the inside -- like Tommy who took the tortured guy in for "loitering," or how Stahma uses people for her own ends (like how she manipulates her husband). The character development, and some of the world building, help cultivate a more realistic, believable world and shows that the show won't necessarily be a shooter in televised form.
Ratings likely dropped due to the lack of action and violence, or people who watched the pilot and weren't impressed or the series wasn't quite their cup of tea. As long as they can balance the action with the development and world building, Defiance could be a really cool show that might stick around for a little bit. (Although, having centered conflicts in each episode that further the story and development would, likely, be popular with viewers, given the popularity of shows like Doctor Who and Supernatural that, by and large, have that sort of approach).
Either way, I'm personally enjoying it so far.
