Yes I have gotten a purple or two from drops. Still have only seen a single orange from a lockbox and I lost that due to the recent rollback.

try a lockbox... Grenades and shields and an infector that was like the one I just broke apart.
i wouldnt worry to much about the color of the weapon but more the stats. i have a green weapon that is better then any blue/purple/orange weapon i ever had. i dominate with it in pvp. got it off a vendor for like 1k only. even browsing the buy/sale sub forum and looking at the orange items people put up for sale and its like "meh."
in short, pay attention to the stats, not the color.

I get purple drops often from rewards and NPC drops, so I guarantee purples drop from NPCs. I almost exclusively keep blue and purple only and scrap the rest. I'll keep green of something I go through fast like Infectors, Sniper Riffles, and Launchers, but otherwise it's purple and blue.
Only Orange I've ever received is an Orange Canker from a T3 Lockbox.
I get mostly blues and greens, but I did pick up an orange shield for killing Jackleg Joe. The stats are meh, so I keep looking for better. Using a blue one now.
I pick ONCE green weapon from small arkfall, does this make me lucky?
Have never seen anything above Blue drop from a mob kill. Arkfalls get me purple and lower and lockboxes are orange and lower. If people are getting orange/purple drops off of mob kills, they are either extremely lucky or full of it.
