I've noticed a minor spike in difficulty as well. And this may sound incredibly stupid and I'm probably flat out wrong, but bear with me here.
I think the increased difficulty is coming from the increased server stability. The game seems to be running at a better frame rate with the improvements, therefor, the enemies are being able to target you better. Now I'm not a tech guy by any means and I have very little understanding of game coding. But I do know that when you're running at a higher FPS, AI generally has an easier time tracking you. (I've seen test run proving this in Mass Effect 3 when running on 30 and 60 frames per second).
But like I said, I'm probably wrong. And I really don't think they stealth buffed the enemy groups.
