Ironically, though the BMG doesn't do much damage outright, when it is useful it can be super useful. For example, it's surprisingly potent agains Nim with its infinite ammo pool and seeking ability. It doesn't do a lot of damage, but I was able to beat him in one go using only a BMG and a Wolfhound.
Someone touched on it, but DMG charge is how fast your BMG runs out of juice. The -0.06 and what not make it drain slower and the x1.15 makes it drain faster. Tested and timed with a stopwatch.
BMG's are currently bugged and are not displaying the % charge used per second on the weapon.

Why would you want your BMG to discharge faster? Reload perks and synergies I guess.
I have a BMG as my secondary on every loadout, since I seem to only need one or two hits to have my shield blown away, it's nice to hit Q and tap right click for two seconds to get my shield back. If I want to be cheesy I take perks that grant me more damage when my shield breaks, right click for a second to get some shield back and let it drop off again, stacking mad amounts of damage/healing/recharge/reload speed/etc. One nice thing to use on the Arkfalls that have the bugs open the weak points is that if you zot that point with a BMG at full charge and you use one of the really slow draining ones, it'll do the critical damage the entire time, even after the weak point closes, it'll continue to roll the critical damage off the crystal as long as you have charge. I used to top charts easily when using BMGs that take 30 or more seconds to run out of juice. Fun stuff but I've since moved on to the LMG crowd as I can do a BMG's critical damage on non-critical spots with the LMG.
