the guy south of the Chinatown side mission ( we will call him Bruce). why does Bruce just stand there. whats he waiting for?
and why does he wear a safety vest? safe frtom oncoming car and such but not very safe form the bad guys.
ps.. some grids for the map would be nice
I've met Bruce. He's a stand up guy. Everybody else post-Arkfall is busy looking for scrip. Bruce? Bruce is just trying to do his job.

I have no idea what he is supposed to be a part of. Sometimes I see it there, sometimes not.

Yeah Bruce is awesome. He asked me to stop by his den so he could show off his new selection of safety goods. Like the special 2 for 1 offer on anti-slip steel toe boots, 20% off butterfly valve lockouts, hi spec ear defenders and more. That guy is the definition of safety, a one stop shop.
