Stupid yes but they didn't code the the AI to "lose interest (completely lose aggro)," notice that they only stop chasing you when they hit a certain leash point, they just temporarily suspend aggro so when you uncloak it is like you never left the enemy's line of sight and the immediately resume attacking since they aren't coded to do anything but attack or mill about.
Correct me if I'm wrong, but isn't that what they SHOULD be doing? If you cloak, they shouldn't suddenly forget that you ever existed. What are you thinking they should be doing instead?

I think we'll never please everybody on the difficulty level... but I'd throw my hat in the nerfing the accuracy ring. The reason being that the accuracy is currently totally implausible and unrealistic. However there should be some trade off for the change in accuracy to maintain at least the present level of difficulty, one of the simplest ways I imagine would be to make them less accurate but hit much harder when they do get you... the alternative would be much better tactical AI, but I doubt that's within the realms of possibility here.

At present I see Raiders, and Dark matter shooting out of their a**holes while they're running backs turned 200m away and hitting the barely visible pubic hair that's poking out my shorts with every shot.. which doesn't make things more difficult, just dumb!

Only two ways to not weaken the mobs through an accuracy nerf is buff for higher damage per shot or fire rate.
This has nothing to do with AI, those 3 things are the potential damage output and if you lower one you'll have to tune up another one. Or of course you want a bunch of gimps who can't fight back.

ps: Pubic hair poking out your shorts? Tyvm for that picture.

This was in response to my post so i will attempt to answer. I believe that the enemies should not know exactly where you are if you cloak and go hide behind a rock. They should start randomly searching the area for you, after a while of this (if they cant find you) they should drop aggro. This is how it works in most modern stealth games. However I do understand this is an mmo as well and maybe there is a reason they cant do this. This was a secondary point to my issue with the AI and accuracy.

Totally agree with you. To be honest the OP chose an unwise title. Its about reducing accuracy as its a crutch for bad AI. The difficulty of the game overall should either not change or increase in my opinion.
