So after loading back from MP at the store i see this random guy

True, i grouped and played with players that needed to wait for the world around them to "rez", so they do not see the players around them, nor the vendors, for them, until the environment around them is loaded, all they see is the road or floor. Usually caused by playing on old laptops or very low end machines.
