I just finished this mission and I was able to activate the turrets in the proper order. Only issue was when I had a arkfall land right on the 4 th turret and the hulker decided to murder me

That mission is still broken for me and is a reminder that I haven't finished in the area before the golden gate bridge >_>
Haven't been able to complete this either. I moved on though and am mopping up areas pretty nicely when I get a chance to be on. Submitted a ticket. Hopefully ill get it soon. I enjoyed all of the other fun distractions I have been entertaining myself with. Those emergency pursuits for the episodes are a real bugger to find been cruising all day.
The mutant one always spawns in the same place. Look on the map and on the eastern part of Mt. Tam is a supplies vendor with no fast travel. Just east of that the road dead ends in a complex. If you go north through that complex, the episode emergency always will spawn in the field directly north of that complex.Originally Posted by theManinBlack
The 99er one can be found only in Marin. Found mine near Bolinas Sniper marker.
The raider one I found around the bug n chug area of Sausalito.
I found the dark matter in north west san fran.

If the turrets don't appear as pressable square then you need to drive away from the area and come back hopefully it resets the square for that specific turret.
Easy to tell if there gonna work properly from a distance is if the turrets are flashing.
