Bolt action sniper rifles - do they do less damage in PvP? Good Snipers respond Plz

I finally received a nice secondary weapon for PvP, I nice Legendary Bolt action sniper rifle that does 1740damage, before I loaded all crit mods. However, when I snipe campers(headsots) I only take away: all their shields and about 20-30% of their life, yet I have ben killed with full shield and hip with one shot of a sniper rifle, even when fired from the hip. Is it because they only use perks for sniping? I mostly use longer ego duration and faster refresh ego powers as my first two and then I use the extra damage and critical perks.

During my shots I have tried standing, crouching, etc, still get about the same results sometimes a little less health for my hit(but mostly do to their shield hp, I assume). I thought a clear direct headsot would be an instant kill, but yet this is my result pre hit 20-% of their health and all of their sheild. Sometimes I can get the second shot for the kill, mostly they barrel roll and hide.... and I might get an assist. I thought this would be the result of a neck shot and less for a shoulder or body shot. I would like to practice mixing my long range skill into PvP and not spam a detonator. So you snipers with skills and feedback, comments, suggestions, gameplay vids would be greatly appreciated. I enjoy the game and I would rather go 9-1 with skill then 9-1 spamming a lesser skill weapon. I'm on the PS3 and my ego is 1790 right now, thanks in advance

What is the name of the weapon? What is the crit mod?

I've had no problem one shotting people with a frontier repeater with crit bonus on it. In fact, I have never had someone not die in one shot.

I'll check tonight after work and post tomorrow, but it was a blue critical mod of x1.05 damage, I think. It's a slow reload for teh next shot, it's not as quick as a vot sniper rifle to set up the next shot. I want to say It's a frontier if I remember correctly...I doub;e check and repost the details.

Ppl often survive headshots from frontier repeater. Also would like screenshot of that snipe, since best snipes has base dmg under 1300.

people may have had defense perks stacked as my current setup hits for over 5k crit on none defense perked players. But have had a few occasions that I get the headshot critical font change to my damage numbers but the person survives. Also see damage numbers of only 500 or so when I go to body shot someone to finish them off with out shields but they have the thick skin perk buff.

you need to find a sniper with a passive crit stat already on it and when you max it out preying its gets another crit passive, then mod it out with a crit multiplier barrel and then get the crit multiplier while crouched, you can get the 45% crit multiplier when your sheild are down which is nice also, im able to do about 10k a shot with my sniper :P

What's the best perks for a close range and long range combat mix, as this would be the set-up of my play style. thanks
