Well there is sorta a offline element. They are the rampage mission.
There was a video showing off one. The one I saw had you killing the
most hellbugs in a certain amount of time. The character was given
a reaper machine gun. A huge gattling gun to shoot the hellbugs.
You could see other people scores and see how well they did against
your score.
No sure what the reckus is about, Tho I personally love the idea. Offline mode is certainly forward thinking to the "Online Community" As we know there will be days where our internet is acting a little wonky, or there could be a full outage. To be get past that obsticle would certainly bring more people into the game.
How Should it be implemented? hell I don't know, as of yet I cant think of any real mmos with an Offline mode. Though if done correctly it would probably increase the games lifespan and hold on to its playerbase past the initial days of "wow this is cool".

One of the reasons that MMOs never allow to be played offline is because the character information is stored in their servers.
Offline mode would mean that character infomation is saved in our systems which would allow hackers to easily alter the information. Then you would see people running around in top level gear from day 1.
"Solo" play is very differant from "offline" play. You still need to be connected to the "online" server. the online server tracks your stats, intereaction with the world around you, your scores, ammo count, currency, everything. While I know that XBL does track some things like this, they do it differantly. The stats are tracked during your offline game session, tallied at the end of the scenario, and then sent to the server. "Online" game play tracks your stats as it happens.
There seems to be quite a bit of confusion about how this all works, mostly from the console crowd. The way an MMO works, is that the world is running on dedicated servers, for as long as they are "up". You connect to the server and your character is added to the ongoing equation, whether you are in solo play (even the rampage challenge), or taking down an arkfall. All your stats are saved real time. If you kill some special creature that drops a gold glowing super holographic rifle of uberness, and as you grab it into your inventory, your power goes out (or internet). The server will still register "Gamerguy has picked up Rifle of leetsauce" and it's yours. You dont have to fret an go "omg omg omg omg" while you tip toe to a save point to make to sure it's yours forever.
So answer to the question, again, is there is hardly a shadow of a doubt that this game will be online only. There MIGHT be a sandbox mode that allows you to test your setups, however, that is usually done via a beta server, and that is also online.

There won't be an offline mode. For reasons against cheating. Anything done offline can be easily hacked.
This is called as MMO by a reason... I expect to see lots lots lots of people or Im pissed off.
I'm sorry, there are ways around this. Another Game company Launched a title 10 years in the making with only online play for the same reasons. They found out that they have the wrong programmers working for them.(and if I have to clarify the game you don't really play)
