The graphics are really bad by today's standards but its a console MMO on outdated hardware. There's only so much they can do. If you want to see truly horrifying graphics, go play the Dust514 beta. Your eyes will start bleeding from the terribleness.
Graphics do matter.
However, there's a line to cross where the graphics become playable...this game passes it and the final build passes it even more.
