(PC) Side Missions Gone?

Finished the storyline and I've done a large number of the missions in game and was just getting to clearing out the side missions in San Francisco only to find that they are...gone?

I'm still missing The Truth with Consequences Part 4 for sure and I'm pretty sure I haven't done every side mission down in San Fran but the map is clear of them and there are only Time Trials, Rampages and Hot Shot events left.

Edit: Could this be because I restarted the story mission? Would the San Fran side missions only become available once the story mission takes you back down there?

Yes, because you restarted the story line the side missions wont show until you get back to them. At least its like that for xbox.
