He's the overmind of the Dark Matter in San Fransisco and when you kill him they all shut down for a moment. He respawns instantly because he's not real, a projection of their collective consciousness. Unfortunately for the Dark Matter, the mutants thought it'd be funny to put a high reflective vest on him so Ark Hunters can spot him a mile off and run him down. Gotta love their sense of humour sometimes.

likely a placeholder model they forgot to remove from the game. Or an inside joke from the devs.
