Weapon rarity means nothing beyond the odds of rolling a better innate bonus when the loot is generated.
If your blue rolls high on the bonus table at lootgen and the orange rolls low, you get results like this.
It may not be ideal, but, on the bright side it means the best of the best of the best oranges are even rarer, while good blues and purples are still competitive with your average orange.
