If people took the time to actually read and understand their perks, we wouldn't get Cloak OP cry threads and so on. Just give it time, once new maps are added and some other power is better on those maps people will cry about that power.
I am not too great at PVP but I average about 6/4 - 8/4 with SMG and OC. I do find it a little tedious though when you have wandering groups shot/cloakers but on the whole I quite enjoy PVP.

Cloak isn't the problem. If anything it's those OHK Pump Actions.
I love using cloak and shotguns, its a very rare day i go negative. + its fun, i don't see everyones rage of cloak lol iv found decoy + infector is also awesome.
+ get a semi auto AR and stick a 3 round burst mag on it... you will die when you see the dps its like playing halo, 3-4 shooting people = dead + with the bio nano effect its just comical

2. This isn't difficult with overcharge and the presence of mind to group with other players.

Observatory, not SW. My point being PVP seems largely fine. If you pay attention and don't just jump into the fray is easy to pick off those cloakers when they try to attack your teammates.
