The rate at which your crosshairs spread out as you fire the weapon.
Bloom is more like hit box. An area where the bullet would hit within that box. Look at shot gun the one with a big bloom mean it has a big hit box. Spreads out more. But this not always a good thing for other type of weapons. Like LMG You don't want a big bloom. You want a small bloom. So the bullet will land in a tighter space. Recoil is more like where it lands inside the bloom, and also moves the hit box.

And just so you know crouching closes this box just a bit allowing more accurate shots than if you were standing. You will notice the reticules from your cross hair close in a tad. Pretty much a standard in a lot of fps and some 3rdps.
I thought bloom was more how much subsequent shots increased the spread. When you first fire, the sights are close and increase in spread with each additional shot in a burst.

bloom is the rate at witch your cone of fire grows as you move and continue to fire. a smaller number is better
recoil relates to how far your sights travels between shots, for fast fireing weapons its possible for your sights to continue to move farther and farther away from their initial point of aim. a smaller number is better
accuracy is how large your cone of fire start out. a smaller number is better. the bonuses people see with -0.30 accuracy is actually a good thing. and the bonus you see on scopes +0.30 is a bad thing, and why some people are reporting missing lots especially with sniper rifles where that +0.30 doubles the size of its cone of fire, where as on a shotty with an accuracy of 15.0, or 20.0, the net effect is very small
each of them used different ways of describing the same thing, this . would be a tight bloom say 6 shots 0.00 bloom, now spread that same 6 shots over the size of a quarter, a silver dollar (or appropriate currency of the realm) and so on larger and larger for the same 6 shots. The grouping gets bigger and bigger, the bloom grows kinda like a flower... blooming... hmmm well anyway soon your 6 shots are spread all over the side of a barn and a raider is standing there looking at you with your empty magazine and holes everywhere but his head. Bloom 100.00. The numbers you see are where that bloom stops growing.
Accuracy is the size of your cross-hairs. Sniper Rifles have 0 Accuracy when scoped. IE. Pinpoint accuracy.
Bloom is how much your cross-hairs increases in size with sustained fire.
Recoil is how much your cross-hairs shake around the screen with sustained fire. If you fire an LMG for a few seconds and then stop you won't be aiming in the same position on screen from when you started. Overcharge removes all recoil while active.
And there i always thought "hit box" is part of players model. What exactly it has to do with crosshair?
