That's Recoil. Notice when you activate Overcharge recoil becomes zero. Your cross-hairs don't jump around anymore; they stay on target. Bloom is how your cross-hairs increase in size when you hold down a weapons trigger. You reset your bloom by letting go of the trigger for a second.

Yes I notice my SAW veers to the right the longer i shoot.
I actually found that to be weapon specific, or even manufacturer specific. I think I noticed it with a automatic pistol the first time, the recoil simply veered the bullets in a straight 45 degrees (from center to right corner) whenever fired. No variation what so ever.
Other weapons, much more random. The locked directoins seem like errors in the code to be honest.
During the Alpha testing phase, Trion's Gary Stelmack, Senior Combat Designer, provided the following definitions:
"Accuracy is how big your reticle is. Bloom is how much it grows when you take a shot. Recoil is how much your reticle moves when you take a shot. Falloff is how quickly the rounds start losing damage in terms of range."
It was discussed during Alpha that -0.30 Accuracy is actually Good (or Better if you will), as it makes for a SMALLER reticle. Bloom and Recoil are very important as well, especially in a weapon like a SAW or an AR. You want minimum Bloom and minimum Recoil. All the Accuracy in the world won't help much if the weapon has a high Bloom and Recoil. After your first few rounds, the gun will be spraying all over the place.
