The lack of female mutants doesn't make sense (biomen sure, but basic footsoldiers not so much). Raiders makes sense to a degree. 99ers doesn't make sense but some of em could be women given that there is very little biological left on them. Dark Matter is pretty much an unknown. The lack of civilians and civilian housing makes absofrigginglutely no sense.

Again, Dark Matter and 99ers not having women is completely expected.

But it's not just an army but a small elite regiment and real life versions have very few women simply because of inescapable biological differences.

No clue about E-Rep, but canon says EMC was formed by combining all the worlds armies into a single earth defense force. Several countries with elite units have women in the military (Israel? Switzerland?) so I would expect EMC elites to have at least SOME women.

The animation and modeling of a female character requires work in its own right. You cannot just take a generic male NPC and make a few cosmetic changes, and wind up with a female NPC. There is effort and cost that goes into such a thing.
