I almost never agree with you. I disagree with you so often and so absolutely it's hilarious at times.
But you are absolutely right in this. I don't want to see this game become yet another tiered raiding game where Excel plays the game instead of me. There's no excuse for that, especially since I don't want an MMORPG out of this-- I want an MMOTPS. They have a solid base of a game; my complaint is they haven't gone far enough, and their design is unfinished.
I'd much rather they take a step back and determine why people have complaints about specific systems, reverse-engineer those complaints, and come up with a creative solution that resolves those complaints without implementing the suggestion directly.
Case example: "We want flying mounts." Take a step back and consider: why add a flying mount? It's cool, sure, but it doesn't serve any gameplay function at this present time since the terrain is so hilariously small. Add terrain or air combat (!) to justify flying and suddenly things get much more interesting than just a silly little air-car that hovers over the ground.
Direct implementation: a car that flies 3 feet off of the ground. Now on sale in the cash shop!
Reverse-engineered example 1: Ultra-hard open-world content across the bay that requires flight to access.
Reverse-engineered example 2: Dogfights in Shadow War.
Show me something new, then show me why it's better than what I asked for. This is the issue with the current progression system in the game: they've failed to show why it's better than what "I [as an everyman MMO player] asked for" with levels and stat-based progression.
