Elemental Enemies Emergencies, fixed locations or dynamic?

What i mean is will they appear anywhere on the map where normal Hellbug Emergencies appear or just in set locations like the Armistice Day emergencies?

Really dont feel like wasting 4 hours driving all over the world if they only appear in 3 or 4 places.

I have found one point on the dirt road just North of Bon Air Mine. The events also appear very frequently inside the red area of major hellbug arkfalls as far as I've seen.
