Quick question on PVP and weapon skill XP

I can't seem to find it with search, but do you gain weapon skill XP in PVP or is this only in PVE minus the arkfalls? Any good spots for leveling btw?

There is a pvp section. But I think you do if you deal the killing blow, I remember reading that somewhere on another site.
