Is anyone else having difficulty beating the boss? I have spent hours trying to beat jack, know what to do, just can't take more than 20% off his health bar.

nope, not really
It's just a good fight, hard yes but that's what it should be, I don't know what you're using but just keep at it, the 2nd half of fighting him is actually easier. Once you get to the smelter part just keep your head down, fight when you have to and get behind the smelter fast as soon as he's lit up focus on Jack. I would start firing right as the smelter hit the flames.
And if you think he's tough, you're going to hate someone else far worse later
can also use a bio grenade and when smelter runs through it sets himself on fire.
