No. They are just rolling out the servers in an order to maintain stability and check failsafes more than likely.
The reason for such a long downtime last time was they introduced a MAJOR bug by fixing others they had to take care of right away.
They launched the EU servers (Probably because it's the middle of their day) and will roll out in succession. Don't get worried.
