What are these things?

I was just running/driving around exploring the world of Defiance when I came across this. Anybody got a clue what these things are and what purpose they serve?

Didn't know the vertical ones. Here in Germany they only build the big-bladed ones. :-P

Apparently not all of them are that loud. And I always thought that noise came from the stratocarrier. Dunno if we're talking about the same noise though.
