Clan Invites Not Working

So there are three people waiting for me to send them clan invites. they are not in clans but for some reason when i use the quick menu there is no option clan invite. when i go to ego menu, social then clan invite it they're not getting it. and lastly when i use find player and look up their charcter, use clan invite they're not getting it. please help

also sometimes when i'm inviting random people at arkfalls to group the clan invite does show up so howcome its not there for my 3 friends?

This happened to me yesturday, on the top click the character and it will flip the list and put the admin options back.
