I asked the same question here when I was about to hit 20. Mine didn't reset for Rollers or Runners.
This problem, it seems, has been fixed.

That problem has been fixed for a little while now it seems. Enjoy maxing out your rollers and runners. ^_^

after the last patch, progress resets were fixed during the 5 hour emergency shutdown
