Well aware about modding weapons in BL as I did it myself with willow tree in my BL days (never did in 2)
Anyway, my point was you just tried to give Defiance props by saying that the damage values are server side when they are not. Hence why the complaints of hacks/aim bots etc in the game at the moment, which are met with a 24 hr ban If they catch you, where you are getting this 48hr insta ban I have no clue.
If you want the proof just Google it yourself. There are vids all over youtube for the various hacks with some showing how.
BL2 is still a much better game IMO. Played that for months, raiding with friends (not talking about the evil smasher glitch here -_-) is awesome. I only recently stopped playing, which is why I bought this game to begin with.
As far as the replayability goes, BL2 has 5 unique classes with different abilities (and I'm not talking about the "6% damage resistance" and "-15% damage when shot while reloading", but things like "*500% damage on the last bullet in your clip" or perks like anarchy with +1.85% damage but -1.85% accuracy for every kill) which drastically change the way you play.
So yeah, raiding + 5 classes + actually meaningful perks.

defiance is meh when one compares dialogue , humor, and even missions. i enjoy defiance merely because its feels like a mediocre expansion to B2.
once the next season pass for B2 is released ill be taking a break from this game.
Its sad the the whole experience of this game (defiance) has been washed away by delays too many maintenance fixes and vague addressed letters of none to nil discussions of foreseeable content.
id hate to say it but, Diablo 3 comes to mind. rather than a B2 comparison.
