Is the game ai really this bad and stupid?

Really... its like the mutants cant even see past 2-3 meters even if i stnd there for ages.
They hump mountain walls together with the bugs...
i know they were supposed to be .... stupid but this is too much

is the AI controlled on the server side, or the client end? I would assume it's server side, so it can be updated pretty easily if the need arises
