You don't have to use sniper rifles. I got it using LMGs and shotguns. Even if it doesn't show the "bullet in the skull" icon in-game, as long as you kill with a headshot it will count.
I got it on xbox with sniper rifle. Just don't add a scope mod, it is bugged or something and makes your accuracy worse.

I also got it with the bolt action on Xbox. I was averaging 2-3 headshots per game, so it took a while!
Most guns work, apparently, but you won't know for sure that you are getting headshots.
