Every MMO has a level cap, that I know of. Why would you think this one is any different?
Yes every MMO has a cap, but they don't force you to do glorified "achievements" in order to reach said cap.
You don't NEED to do any pursuits. They just help it go faster. Pursuits are just something to make stupid people think their is content.

I gave up on the racing ones too, especially when they put a *** ****** road block in the middle of a tunnel you have to go through to get to the end..... seriously!

It's not---there is an EGO cap---5000. However, you're claiming that there's a limit of how much of that 5000 can be earned from XP without providing any justification.

Simple answer. No.
The reason why, experience cap. Without completing pursuits and leveling weapon skills, you will NOT reach 5k EGO. I just hit 4k+ EGO the other day with most pursuits complete. I have yet to reach the experience cap but I do know quite a few player that are stuck with their current EGO until pursuits are fixed. And I mean stuck...One of them has an EGO of 4925 or something very close to that. All he is practically missing is PvP for the map, Freightyard.
