Weapon Mods

Can mods be added to all weapons or only specific ones? I have a 3 burst assault rifle I really like but the game won't allow me to add any mods to it. Not sure if it is because I haven't maxed it out yet or if it is because it doesn't support mods. Some of the guns I'm unlocking now seem to let me add thought without even using them. BTW it's a green "VBI TACC Assault Rifle".

Also, once the bar reaches its max (761700/761700) does that mean it is fully maxed? Or does it prestige in some way? I heard weapons have a max level 3 of from somewhere?

You cant add mods slots to weapons that are equipped in any loadout.
