Its actually because of human nature. People choose the path of least resistance. In a linear progression game where there is no real gear difference it will solely turn into a math problem. Doing x gives me keys faster than y so I do x. Not enough people are motivated by challenge or are competitive enough to make a ladder viable in my opinion. And its been fairly demonstrable in most games where participation samples are possible.
And if any real rewards get gated behind skill the average player that can't achieve said reward kicks up a fuss.
So balance the math so if you are able to, doing hard modes is mathematically superior to doing normal modes, but structure it in such a way that it is difficult enough that some people still prefer doing normal modes since the path of least resistance, for them, is normal mode.
Wouldn't work in this game as much as I'd welcome it because I actually like tanking and healing. The problem is that they geared the combat towards pretty much face rolling your way across the keyboard and they haven't shown us the ability to improve the combat at all, so I wouldn't want them screwing around with co-ops until they can prove that.

That's not the difference that makes the heroic raids harder though. Obviously you need a baseline of gear to do the raid however the mechanics of the bosses are ignorable in the base raid and one shot you in the heroic raid. As well there are actions that have to be done in certain ways or its a wipe. So the difficulty doesn't come from the gear difference.
The lfg raids are exactly the same as a defiance instance in that all the mechanics are meaningless and 25 percent or less of your group has to be on the ball to finish the instance...other than the dreaded zoning in to the final boss boss much akin to the gong boss of ZA.
Now at a certain point gear will eventually trivialize most raids in gear based games but thats not really what I was driving at.
The gear is visually the same. The stats are virtually identical. You can easily or....well not easily depending on player and group skill complete the current heroic raids in current lfg raids gear statwise. The sole difference is player ability on current content.
As for me Trion messed it up a little. There should be a class system... or at least some "'subclass" giving you specific bonuses. Being a tank or a healer would be awesome, but without class system it's useless. I mean look... Its a third person shooter and almost everyone is looking forward to deal some serious damage. I've seen just a couple of guys using BMG during co-ops/arkfalls. Reviving? People do that to complete their pursuits, otherwise you would lie on the ground the whole time during arkfall. Also, lack of communications. I don't know how is the situation with Xbox and PC but on PS3 there are ONLY complains about people driving during arkfalls and some random guys asking if someone around speaks French. I played a lot of MMOs including Guild Wars, WoW, SWTOR and noticed that specific roles like tank for example need to communicate...and to do it quick. It kinda works in DC Universe, but it's easier to maintain your role there. There isn't really any reward besides pursuit and few keycodes, which isn't worth working hard.
I agree. I wouldn't mind having the ability to further spec towards a specific build (like an additional skill grid with Offense / defense / support branches for PvE only?) for the benefit of my group but I don't want to feel *****ed out because my group doesn't have a heal spec member.
