I'm a cloak user myself and I'd say making you completely invisible might be a little too much. If the cloak had the predator effect in PvP, (Kinda like Dark Matter snipers) it would help with the whole balance issue immensely.
The real issue in my opinion is immunizers. Make it so it takes a little more skill to use them, that gun is ridiculously easy to use lol.
Fixing cloak is pretty easy. It needs two simple fixes:
1) Remove shield regen; and
2) The shimmer opaqueness which effects visibility should be dependent on the operator's movement speed (i.e. standing still is completely invisible, crouch-walking a slight shimmer, normal run speed a more visible shimmer, and sprint should be a super obvious shimmer if not a total stealth break).
I say it a lot but.. It's the whole reason I started using cloak to begin with and what made me an excellent cloak player. Entire teams using immunizers. Had to find some way around all that spam...
Yes.. please don't make the A.I any easier.. it's generally why I avoid PvE to begin with in other games.

Balancing issues are a problem in PvP, and as a Nano Fragger Cloak built Death Machine I will admit that it's a bit much. However I just don't want the PvP nerfs to affect PvE. I'm sure people will want to nerf everything in PvE except for their one favorite gun of course; all because they can never place first in an Arkfall. News flash, some of us are exceptionally better at games than others. I blame the whole "You're all winners" mentality we grew up with as kids.
Ofcourse half of the playerbase will be against the nerfs, they don't care for balance when they're the ones taking advantage of the overpowered factors. But that doesn't mean it doesn't need to happen, and it will! Prepare to have to change the way you play... Muahahahaha.
