Do Mod Vendors sell anything besides White Mods?

Other than the weapon specials of course. My EGO rating is almost 1500 and the mods at the vendors: Iron Demon Ranch, Headlands Transit Depot, and Cronkite Post never change. At other vendors I see green, blue, and purple weapon specials and for regular sales all the time. However for the mods I don't, is this normal for the game or a bug?

I know they have the synergy mods cache that gives you random synergy mods, why not have the green and blue mods (without synergy bonuses) for sale as well instead of just as random specials.

Working as intended. Level 1s are always available. Anything higher is specials

I've seen them as specials, but that's it from the vendors. I get the lockbox ones and use accordingly. I have yet to find one w/ the synergy I need, but I still use them. once I have a good mod I usually retrieve them when I'm done w/ a weapon, gets expensive when you have a weapon fully modded, but worth it, since good mods are tough to come across.
