Don't think that qualifies as a scam - you paid for a guide, they gave you a guide. If you paid and got nothing, then yeah, scam.
Your main point of concern is that the product you received was crap, which according to their website, is refundable. If they're choosing not to, then yeah, you have right to charge it back.
Your Challenger won't drive? You're probably in the passenger seat.
Can't sell/delete an item? Check all of your loadouts, it's likely still equipped.
Auction house? Why? It'll just render bits purchased lock boxes pointless, and weapons are mostly equal anyway.
Gear/enemy progression? No thanks, it'll only render 90% of the content trivial when you reach the highest zone.
In this day and age where the sheer volume of information about games by 10's of thousands of players and game developers is thrown out on the internet for free.... and more to the point that it is dynamic and changes sometimes daily.....
Spending then 25 dollars for a static game guide was a fool's errand. I truly feel sorry that you were exploited in that manner(may not necessarily be defined as a scam but certainly you can claim having been exploited).
At least your lesson was learned from 25 dollars and that may very well be more invaluable to you in worth in the long run for wisdom's sake.

Free site will always and almost give you the most benefit, information, you will ever need in a video game.

I never believed anyone would buy one of those guides til now. Less because the guide they give may be bad, and more because these are the kind of people you never ever want to give your credit card info to.
Sure, and Richardsson said we'd get push to talk for voip Soon(TM). The point is that no information they would have is worth 25 bucks that isnt already(if not better) on the net and these forums for free and with better reliability for accuracy/update.
There are people who claim to have made high incomes from guides like these on major mmo titles in a year. But the point on not doing the guide to someone direct or one of those flimsy vanity publishers is also a concern.
The maker of this guide is using one of those said flimsy vanity publishers that have done those stupid wow gold farming guides and similar(you can always tell from the generic advertising format of their ad webpage and the manipulated graphics from a game into looking like an authentic "book".
I dont necessarily chide people making guides for games, just depends on what the guide is for and how its done and priced accordingly. Most though are just pure greed centric rubbish exploiting folks.
