Shield best one?

So which brand name is the best type of shield to use?

I 'm looking for one that takes less time to power up the most I've come across are at 3 seconds.

Legend has it that there is a Respark Regenerator V ARK with a 2.5 regen and 100% HP regen.

Guess im the only one who uses Rebels lol. I do fine on both PvE and PvP though.
