Yes, go to the prison, (forget the name) where a Hulker will spawn, http://www.youtube.com/watch?v=qydSgNkNiY4 That place.

Kill all the enemies untill the Hulker spawns, once it spawns simply jump up on top of the highest crate on the bridge. He will still be agroed, but won't attack you. Just shoot him with your BMG till he attacks where you can just jump down to avoid the attack then rinse and repeat. Once he goes into berserk mode stay on the crate and continue shooting him.

After he goes back and forth between the 2 crates he will take his helmet off. Run up and activate Overcharge and shoot him in the brain to do increased damage, thus speeding up the BMG leveling process. After he starts attacking every 20 or 30 seconds just kill yourself and extract. This will reset his health so that he won't attack so frequently.

Rinse and repeat, oh, and bring lots of BMGs.

If something doesn't make sense just ask!

You should be able to go into the Hulker area and kill him.
I caught someone doing the reset, waited for a while but just jumped over the wall and killed it so others could have a go.

You could also try and relog see if you get another shard.

I've had the same purp bmg in my inventory pretending that one day I'll actually use it.

My least favorite weapon class by far.

First of all, just cause the gate is locked doesn't mean you can't get in there (you can, just jump up the crates and over the gate).
Second of all, I'm not sure when but after you progress so far into the area the prison basically turns into a private instance and anyone new entering in from the outside will be dumped into a new version of the prison but people that entered from the same phase around the same time will share an instance (a lot of named locations actually do this if you haven't noticed, others have instances based upon storyline progress but there is only one per progress differentiation per phase).

Edit: Also while you can fire in from over the gate, don't. The Hulker will chase you out and whoever was on the other side will be trapped with no way to complete the instance and you'll have no way to lure the Hulker back to the other side of the gate. I accidentally griefed someone this way once...though they warped out and I suicided to reset the Hulker and then they came back and we finished it together.

you can if you jump over the wall where they are fighting it thats what i did anyway
