Not everyone is there to farm weapon xp, maybe they are there to do the kill 10 hulker contract...in that case, blowing him away with the rocket launchers is fastest. Which will surely piss off any xp farmers in the instance. There are other places to kill hulkers, but San Quentin is by far the fastest way to get 10.

Only if you die from my experience.
Perhaps you need to jump off a specific spot for the jumping off method to work. I went as far as I could jumping on those boxes in the water to give me more time/distance before auto teleporting, but it made no difference. All the Hulker does up there is charge back and forth if I have him enraged/almost dead.
While engraged, if you suicide he usually resets.......not always, though.
There is a specific way to do it bit I'm not sure this is the best place to talk about it.
