The PRISON was founded AFTER the EMC was disbanded, by a FORMER EMC Colonel. During the Pale Wars/EMC period the location used for the PRISON was a GARRISON. Garrisons are where SOLDIERS live, not PRISONERS.

I speak 4 languages English is the third of them of which I speak (it was the third one I learned)
It more like E-rep is split into two factions.
One side support coexistance
One side remains Anti-alien.
The audio logs in the game have shown the split in the factions of supporting coexistance and the Anti-alien with the Anti-Alien group being the largest group in E-Rep. So far it seems they're keeping the pro coexistance group in the game while keeping the anti-alien group in both games and TV series.
The audio logs provide plenty of information about how E-rep is mostly dominated by Anti-alien groups even through the new Season 2 Episode 1 audio-logs showing how deep the Anti-Alien group is in E-Rep. A few audio logs even show how the Anti-alien group developed with how much Cofer Grey obtain support from members of E-rep, citizens, and even Votan being Anti-Alien.
Though I wonder when will they expand on Cofer Grey because he appears to be the leader behind the Anti-Alien movement.
He has secretly been a Antagonist in the Defiance series being behind the assassination of Onulu Toruku and even helping Varus track down Nolan in Defiance and retrieve him.
That's interesting........
But how can Votans be anti alien since they are the aliens. This is OUR planet? heehehehehe
