From what I've seen on the forums and various other sites and videos the random lock box mod cache only contains the non vendor specific mods that are currently active in the game. Sadly, everything I've read states that some mods (like Cannoneer, assassin, and possibly Quartermaster) are not active in the game yet. I've seen several lists posted of what you can and can't get from them.
