Edit: Had green catalyst mod in, so +10%. Internal cooldown is not in, which would fix syphon instantly.

Oh and I'm unsure but 99% certain a shotgun has a chance per pellet to proc Syphon, but each shot can only proc a maximum of one (I have not tested this).
I have tested this out, and have had it done to me, it seems not to have an internal CD, and it is chance to proc per pellet (multi shot weapons like the blast rifle are good for this also). I was able to get multiple procs with a single shotgun blast (highest procs per shot I have gotten was with a Heavy Scatter Gun (12 pellets) and was able to get 4 on a NPC (Blacklung)). I found Syphon being the only thing that makes Combat Shotguns worth it in PvP (15-20 auto shots with Nano, perk that ups the nano chance from crits... I can survive a face to face fight with a Grind Fragger...).

ALSO I have ran into about 2 people in the past 2 days that while damaging them their shields are recharging (no BMGs being used by either side) and Fire nano weapons being used... I THINK its a glitch, and it seemed to be constant for one match, but the fallowing matches I have ran into them they did not have this happening.

The nano procs only have an internal cooldown when firing at another player. So if people are testing this on pve mobs, it isn't going to work. This icd was added in that "sharks in winter solstice" or whatever patch.

There is no proc limit on syphon, or if there is, it is a very high limit. Each pellet has a chance to proc and on a vot fragger at 91*12 that's a lot of chances. What I am guessing is that the proc limit will be for subsequent bursts of fire but if you hit 12 times in one burst of fire there is no limit on the amount of times it can proc, except for the amount of pellets (so for a vot fragger it will be 12).

There is another bug you can do to get instant shield recharge and it isn't really a player's fault since I doubt they know about it. It took me ages to figure out what caused the bug after complaining on the forums and putting up a youtube video but I will safely say it cannot result from the weapons linked in the original post.

It's not hacking, people have just gotten really good at figuring out which combo of weapons and shields are glitched and using them. IE one of the combos with Syphon gives an advantage to someone in the form of their shield being regenerated much faster than it should be.
Yes it is a real place, and yes I really do live there http://en.wikipedia.org/wiki/Intercourse,_Pennsylvania also yes, people have stolen the signs and other things with the name of our town on it unfortunately.

It is not a visual bug, the shield keeps absorbing shoots again.
No BMGs involved, the perks also don't give any hint, Attachment 3244.
The shield is a Rhino which has only 40% speed (plus a long out of combat time before refilling).

Is this a bug, or some kind of hack?
It looks very suspicious to me.

What you see there are the bugged VOT Fragger that proccs the life siphon basicly every time you shoot. No hack and not a shield recharge but a life steal that proccs way to much. More and more people are using those guns these days. PvP aint about skill anymore, its about proccs.

I failed to explicitly state it in my previous post, but I did it in a BG on multiple targets, the average procs per tachmag pulsar clip was 2-3, 4 the max. Syphon was reaching points where it did more damage than the actual gun due to the missed bullets.

not sure your platform, but I'm on 360 NA and last night it was being done all night long by gt USPD in shadow wars... I name him because he had no problem gloating about it after every game. Nothing would take down his shield other than explosives, and there was moments where he had 10 or so people around him laying rounds into him. This glitch/exploit/hack, whatever it is, is definitely occurring again in the game.

I'm not 100% sure if this is it, but the Cloaking EGO power causes the shield to recharge instantly for as long as Cloaking is active. You may not be able to see a player Cloaking while he uses a rapid fire weapon like non burst submachine guns, light machine guns or assault rifles.

2-3, 4 at max is SUPER easy to get, i don't often run with a syphon tachmag, but when i do it's alot more than that. With any decent number of hits, being head shots(insult to injury as a perk) and the catalyst injector on the tachmag. You can EASILY get upwards of 7 procs off a 50 round clip. Want to test it out, go up to a mutant minigunner(i'd recommend finding any elite at a minor arkfall) and stand there point blank shooting it in the face.
