Had the same problem, hasn't been fixed yet..

I'm not sure if that is an actual bug that needs to be fixed... on games like these there are several servers players can be on at once. Mirror servers. So while you are in the same group your are not in the same game.

1 way around this is to have one player invite the other player to the game via social menu. (not sure of xbox controller buttons) while in the select (map) or start (player) screen hold the bottom left button(maybe top left) to pull up the menu wheel then select "SOCIAL" from there you can invite a friend from your friends list. Whoever is trying to join should back out to the main menu and accept the invite, and if they aren't automatically put into the same server then start the game as normal. Then they should be in the same server as the person that sent the invite.
