Problems saving bindings with the XBox360 Controller for Windows

When binding buttons for the XBox 360 controller, the categories that have a / in them meaning they do two things will often split up after logging out and back into the game. Example: reload/interaction - I set this to the R1 button, then when I log back in, reload is still the R1 button, but interaction is the X button. I've tried this on a PC using Vista and one for Windows 8 and both OS do it.

So no one else has seen this? Still happens makes it impossible to control vehicle with controller.
