Why would people be so quick to obey something that has the potential to slay them at any moment for whatever reason? Order is neither good nor evil. It is controlled. The ruling of people who worship. Without order all you have are ants without a ruler. Crawling around confused not knowing what to do.
Chaos is power. Order is law. Combined you have Chaotic Order in which you will rule over those with ultimate power and you will be worshiped.
