Not in the Beta now, but I got one as a special on the vendor at the E-rep camp so can maybe get lucky and find one as a vendor special

The dunebuggies vendor is located in the Headlands Transit depot. Though there are times when the are some on random stores(or not) as a special item.

I got crazy lucky and logged on promptly when servers came up and there was a purple dune buggy on special at the very first vendor (crash site) so I know they have them sometimes.

You can randomly get them as 500 scrip specials at any vendor. The Flat Green Duni is at the Caretaker's Cabin for ~15.5k (see Hidden Vendors vid in my signature for how to check Caretaker's). The other Duni's are at Headlands Tranport Depot in Sausalito as mentioned above.
